For the last several sessions, Wyoming lawmakers have attempted to close loopholes in state laws, especially as they pertain to non-plant forms of the drug. Products infused with cannabis, such as edibles and liquids, continue to vex policymakers in terms of what amounts constitute felonies.
A back-and-forth has ensued between those who want to decriminalize possession or loosen penalties and those who still view the drug as a dangerous element in society.

The Joint Judiciary Committee sponsored two separate bills in November, one for the House and one for the Senate, in hopes that the chambers would be able to find compromise somewhere in those proposals.
On Tuesday, the Senate voted to introduce its proposal 24-6. Sen. Anthony Bouchard, R-Cheyenne, was the only Laramie County senator to vote in opposition.
But the House of Representatives took the whole initiative on a ride Thursday afternoon when lawmakers sent a clear message in a 49-10 vote against introducing its bill, with one excused. None of Laramie County’s 10 representatives voted in favor of introduction.
