[PRESS RELEASE] – COLUMBIA, Md., Aug. 20, 2025 – TEDCO, Maryland’s economic engine for technology companies, announced a recent $150,000 Pre-Seed Builder Fund investment in Upling. Under the umbrella of TEDCO’s social impact funds, the Pre-Seed Builder Fund invests in and provides support to Maryland-based technology companies led by founders from economically underserved backgrounds.
“After the state legalization of cannabis, I saw a gap in the current industry setup and wanted to provide reliable logistical software for buyers,” Upling CEO Colin Fraser said. “Thanks to TEDCO’s investment, we are able to continue our journey, working to diversify transaction safety with safe and secure data collection.”
Upling, located in Laurel, Md., is working to provide a logistical software service that has safe and reliable transactions for pickup and delivery.
“At TEDCO, we are dedicated to providing opportunities that help expand and grow Maryland’s economic development,” said Jean-Luc Park, deputy chief investment officer and senior director of social impact funds. “Upling found a gap in the current system and is working to provide a solution to help support the logistics and growth of an industry developing in many states and countries. We are looking forward to seeing how the company’s innovation provides further opportunities for a global market.”
TEDCO’s social impact funds are just one of the many investment opportunities available to qualifying technology-focused startups and small businesses across Maryland.
“Maryland is often referred to as ‘America in miniature,’ and the nickname couldn’t be more true,” TEDCO CEO Troy LeMaile-Stovall said. “With diverse terrain, impactful communities, and arts and entertainment opportunities abound, the state offers the opportunity for a life of balance. One day, you may be working in the city, and the next, you can find yourself kayaking along the Chesapeake Bay. Entrepreneurs looking to build their business without sacrificing community and balance should look no further than Maryland.”
