Of the 11 states with fully operational adult-use programs in 2021, eight tracked adult-use sales figures separately from medical sales: Arizona, California, Colorado, Illinois, Maine, Massachusetts, Michigan, and Oregon. Those eight states combined for $12.8 billion in adult-use sales alone in 2021, according to state data collected by Cannabis Business Times.
California led the way with $5.2 billion in adult-use taxable sales in 2021. However, California’s taxable sales included cannabis accessories (such as a grinder) and other tangible personal property (such as a T-shirt) on top of actual cannabis.
