The Oregon House has passed House Bill 4094 that exempts banks from the state’s criminal laws when serving those who lawfully possess or use marijuana.
The bill “exempts financial institutions that provide financial services to marijuana related businesses, researchers and laboratories from any criminal law of this state … [if] that person provides financial services to person who lawfully possesses, delivers or manufactures marijuana or marijuana derived products,” according to the bill.
The bill was first passed on February 16, then amended and passed in the Senate on February 26. The most recent House vote of 55-4 was to align the final bill with the Senate’s amendments.
“This is an important first step in reducing risk and providing security for banks, credit unions, and the public” said Democrat Rep. Tobias Read, the sponsor of the bill in the House.
