Guam: Cannabis Licensing Bill Introduced


A new piece of legislation further amending Guam's medical marijuana law has been introduced by Sens. Joe San Agustin and Dennis Rodriguez Jr. Bill 69-34 would require the Department of Public Health and Social Services to issue conditional licenses and for the Department of Revenue and Taxation to issue business licenses for the commercial cultivation, manufacturing, laboratory testing and dispensary activities for medical cannabis.

In addition to the mandate for issuing licenses by Public Health and DRT, the legislation will establish fees for licensing businesses that will participate in the medicinal cannabis dispensary program.

The fees will be set at $1,000 each, according to San Agustin. The laboratory and dispensary were initially going to be exempt from paying a fee but the fee was added upon further discussions with DRT business licensing officials.
