SAIPAN – The House of Representatives on Tuesday returned the marijuana bill to committee, saying it will reintroduce similar legislation.
House members said it will be a violation of the Constitution if they act on Senate Bill 20-62, which was determined to be an income-generating measure.

But there was a long discussion first on whether the Senate bill was revenue generating or not.
Vice Speaker Janet Maratita and Reps. Edwin Propst, B.J. Attao, Vinnie Sablan, Donald Barcinas and Frank Dela Cruz believe they would violate the Constitution if they passed the bill as drafted.
They said they support the intent of the bill, but they have to do it properly.
