In California, 2023 brings a lifting of the canopy cap for cannabis cultivation. Cannabis companies now have unlimited space to cultivate, as well as the ability to obtain multiple new licenses. California has also suspended its cultivation tax in the new year. Meanwhile, law enforcement agencies, including the Campaign Against Marijuana Planting (CAMP), will continue attempting to cull the herd of illicit market cultivators and operators in the state.
Taxation combined with excessive requirements, such as licensing and compliance costs, led to the continued dominance of the illicit market in California—a development lamented by legally licensed entities and one not exclusive to the state. California government officials are now attempting to put the genie back in the bottle by lowering barriers to legal market entrance.
