Per the record, 95 cities and counties prohibit all cannabis businesses (except for labs), and one city prohibits retail only. (There are 241 incorporated cities and 36 counties in Oregon.) Seventeen (47%) of Oregon’s 36 counties prohibit all or most cannabis businesses; however, “There are counties where there is licensed activity taking place, but that’s because it’s in (incorporated) cities within those counties,” Mark Pettinger, OLCC director of communications and education, and spokesperson for the cannabis program, told Cannabis Business Times. (Incorporated cities have elected officials and a formal local government.) “So it wouldn’t be accurate to say that that’s not taking place in 17 out of 36 counties ….
