About the Data: The New Jersey Cannabis Regulatory Commission (CRC) does not maintain a list of local governments that have opted in or out of the state’s adult-use cannabis program, according to Christene Carr, CRC public information officer. However, cannabis retail development firm CannDev tracked municipal opt outs and opt ins throughout the state. According to the firm’s data, approximately 75% of New Jersey cities opted out of adult-use cannabis sales, as of November 2022. The number of opt-ins, however, could increase over time as the retail program rolls out and cities get their regulations together, according to CannDev.

The ballot question regarding legalizing and regulating adult-use cannabis in the state was approved by voters in all 21 counties, according to The Associated Press.
