The Arizona Department of Health Services (ADHS) oversees all licensing and regulations of cannabis, cannabis retail sales, cannabis growth, and testing facilities in the state. However, ADHS does not maintain a list of jurisdictions that host cannabis businesses or have opted out of participating in the adult-use market.
“To share a bit more about our process, when a licensee applies to open a location (retail, cultivation, or manufacturing), they must submit documentation that they are in compliance with local zoning (usually a C of O [certificate of occupancy] or Use Permit),” Megan Whitby, deputy assistant director, Public Health Licensing, told Cannabis Business Times. “Our team then verifies with the jurisdiction that the location is approved for the activities they are applying to conduct there.”
