Guam Bill Opens Door for Medical Marijuana Tourism

Legislation to adopt new rules and regulations for the island’s medical cannabis program would allow non-residents to participate in the program.


A bill to adopt new rules and regulations for the island’s medical marijuana program would allow non-residents to participate in the program–-one of several changes from the original version of rules and regulations, completed last year, but opposed by lawmakers.

Voters in 2014 approved the use of medical marijuana on Guam, but implementation has been delayed because of the drafting of rules and regulations and because the government has not issued business licenses for the program. While a few patients since January have been certified to possess medical marijuana, lawmakers were told that business license applicants have been turned away because the government isn't ready to accept applications.

Sen. Dennis Rodriguez, D-Dededo, on Monday introduced a bill to adopt the rewritten rules and regulations, with one change-–eliminating the residency requirement for patients to participate in the program.
