Legislation approved this past spring to establish a state registry for epileptic patients seeking to possess ‘hemp extracts’ took effect on June 30, 2015.
House Bill 32 seeks to allow qualified patients with “intractable epilepsy” to possess so-called “hemp extracts” when such therapy is authorized by a neurologist. “Hemp extracts” are defined under the law as cannabis-plant preparations containing less than 0.3 percent THC and at least 15 percent cannabidiol. Patients who possess such authorization and are registered with the state to engage in the use of high-CBD extracts are not subject to criminal anti-drug penalties.
