With the lack of an independent testing laboratory and dispensary for medical marijuana on Guam, the proponent of recently introduced home-cultivation legislation said its provision would provide an interim solution for patients.
Sen. Louise Muna recently introduced Bill 302-34. The measure seeks to allow for limited home cultivation of medicinal marijuana.
It also seeks to amend the existing law by requiring the Department of Public Health and Social Services, "upon written certification," to issue a permit to a patient or a patient's caregiver allowing him or her "to cultivate cannabis if there is no operational dispensary for cannabis.
The authorization to grow at home would end once medical cannabis dispensaries open, according to the measure.
