Hemp industry stakeholders have released the first of two updated policy recommendations to help state hemp programs comply with new federal hemp regulations outlined in the interim final rule (IFR).
Part one of the “2018 Farm Bill Policy Guide and Model Hemp Production Plan 2020” focuses on policy considerations related to hemp production. It focuses on definitions, hemp producer applications, data collection, sampling and testing, disposal procedures, inspection procedures, reporting requirements and enforcement procedures.
The document is an update of a February 2019 document from the same coalition of attorneys from Vicente Sederberg LLP, Agricultural Hemp Solutions, the American Herbal Products Association, the U.S. Hemp Roundtable and Vote Hemp.
"Congress took a monumental step forward by ending our federal government's decades-long prohibition on hemp production," said Shawn Hauser, the lead author of the document and chair of the hemp and cannabinoids at Vicente Sederberg LLP, in a press release. "It is equally important that it be replaced with sensible laws and regulations that protect public health and safety while also allowing this new industry to flourish. This crop has an exceptional amount of potential to boost our economy and improve our environment, but it will only be reached if the rules that govern it are fair and practical.”
The model hemp production plan will be updated in the event of any changes to the IFR. Part two will be released in the coming weeks and will focus on additional considerations beyond the 2018 Farm Bill and IFR minimum requirements to helping states create successful commercial hemp programs, such as processing and transportation.
